Pull Request: Fact Checking Guardrails Feature

Summary

• Added a new feature for fact checking guardrails.
• Complements the existing input/output guardrails implementation.
• Follows the same design patterns as the existing guardrails.

Test Plan

• Unit tests have been added in tests/test_guardrails.py to ensure functionality.
• Example usage provided in examples/agent_patterns/fact_checking_guardrails.py.
• Verified that make lint and make format pass without issues.
• Ran full test suite to ensure all tests pass.
