Description

Fixes #1589

  • Rephrase the comment to be more grammatically correct and clear in runtimes/rocm-tensorflow/ubi9-python-3.11/Dockerfile.rocm and runtimes/rocm-tensorflow/ubi9-python-3.12/Dockerfile.rocm
