• RHAIENG-1724, RHAIENG-1723, RHAIENG-1730: chore(tensorflow(+runtime), rustyai): switch to installing from AIPCC wheels red-hat-data-services/notebooks#1886

This has revealed an issue

• importing AIPCC build of keras fails on ImportError: libhdf5.so.310: cannot open shared object file: No such file or directory #2944

• Ensure that you have run make test (gmake on macOS) before asking for review
