[ENT-10849] Enable all filters for metrics on engagement and outcomes tab

Description:
This PR introduces several improvements and optimizations across the analytics V2.0

• Enabled support for all filters in Stats/Metrics
• Applied structural optimizations to reduce unnecessary re-renders and improve performance
• Removed the Filters Context (no longer required)
• Added lazy loading for tabs using mountOnEnter and unmountOnExit (tabs are now mounted/unmounted only when active)

For all changes

• Ensure adequate tests are in place (or reviewed existing tests cover changes)

Only if submitting a visual change

• Ensure to attach screenshots
• Ensure to have UX team confirm screenshots
