In order for me to merge this, it needs to work straight out of the box on a fresh "rest" institution. In order to achieve this I think you should create users / access expressions / entries inside the "Tests/tests/rest" folder rather than creating them from within the test. We can discuss how to do this during the dev meeting

It's a known issue that the REST institution is too broad for these tests. All *_REPORT ACLs should be removed in the institution for these tests to properly run.
