Thanks for fixing this! Ashley noticed the error and told me about it. We shouldn't have gotten this wrong in the first place!
We should ask OGC to push a correction to 1.1.

This pull request fixes the axis order in the WKT examples and the spec annex for GeoSPARQL 1.2
I created other branches to fix the GeoSPARQL 1.1, GeoSPARQL 1.1old and GeoSPARQL 1.3 branches.
Once this pull request is approved I will apply them to the other branches equally.
Closes #643
