Interledger.js has always had its own foundation where they have someone maintain the project. We even recently discussed the project together at JSConf Mexico. I meet almost monthly with the Interledger Foundation Executive Director. It's still an important project for their mission. |

For lodash, i think v5 would make it feature complete - i wouldn't give it that status yet, as that implies a stability that isn't there. |

This should be thought of as an initial audit of project stages. I am sure we have additional changes to make but this serves as a first pass this Fixes #1709.
