What this PR does / why we need it:
The metadata mutator can now also set finalizers and owner references.
Note that the interface changed slightly and implementations outside this repo need to be adapted.
I also moved the labels and annotations, which have previously be present in every pre-defined mutator's constructor, into the metadata mutator.
