What this PR does / why we need it:
We have a dep5 file for reuse (license and copyright tooling). The newer version use a REUSE.toml file. This file was generated with
reuse convert-dep5command and the precedence changed to closest to allow differing in file copyright/license headers.Which issue(s) this PR fixes:
