Explain pull request
Per the initial request from Boston in issue #957, with additional needs from Blue Systems, Portland, LADOT, and other, this proposed change modifies the existing Delivery Robots mode in a non-breaking way to be a broader Delivery mode for Goods, Food, Packages, and Freight.
