O3-4930: Update Lab Tests

Adds a Parent concept, "All Orderable Tests", to contain Tests Orderability for the purposes of the Results Filter Tree view. Also added a French translation for Tests Orderability. Pre-requirement for https://openmrs.atlassian.net/browse/O3-4930.
