Updates concepts to pull-in updates to CIEL concepts in the latest version of CIEL v2025-09-05.
Also adds the new "Diagnoses Starter Kit" collection which has 2000+ diagnoses, a big improvement on the cherry-picked mere 200 concepts available in the CCD (Conditions and Diagnoses) collection (though I'm leaving that one in for now as well).
This adds more french translations and ICD11 mappings where done in CIEL.
Overall, this adds 213 French Translations previously missing from concepts.
And gets all concepts up-to-date with the latest version of them released by CIEL. Some collections had not been updated in as long as almost 2 years! Now we can benefit from all the improved mappings that have been done to SNOMED, ICD10, and especially ICD11.
Rationale: This PR updates key ocl collections to fix a previous problem where not all concepts were getting updated when the CIEL source was updated. This meant that some labs were missing French translations. This was due to some concepts being linked directly to a specific historical version of CIEL. This fix updates all concepts to point to the latest version of CIEL, which means whenever a re-expansion and new version is created, the concepts will automatically contain updates from CIEL (e.g. translation additions/improvements, or ICD11 mappings, etc).
