I added a new "O3 Implementer Tools" privilege in the OpenMRS system and assign it to the appropriate roles, ensuring that only authorized users can access the implementer tools features.

This actually should go in the openmrs-content-referenceapplication package, not here. That's because it's a new privilege we're adding for a feature in the O3 RefApp so it's part of the "core" metadata rather than the "example" metadata. I only pointed you to this repo because it has the kind of file that needs to be created in the other repo.
