Updated the CIEL dictionary version to 2.5.5-20251224.
Testing
Verified locally on Windows.
Build Status: SUCCESS (Standalone built successfully).
Liquibase
Verified 565 new rows affected during the update.

I verified this by manually installing the artifact
org.openmrs.contrib:ciel-dictionary:2.5.5-20251224.Please ensure this artifact is available on the OpenMRS Maven Repository for the CI build to pass.
