ART-14479: Port 4.22 OKD configs to 4.23

Port OKD-related configs from 4.22 to 4.23. These were added to 4.22 after 4.23 branching

• networking-console-plugin use the right OKD Dockerfile #8608
• scan-sources-konflux:noop: fix ose-etcd & ose-installer-etcd-artifacts for okd 4.22 #8684
• scan-sources-konflux:noop fix okd images dockerfiles #8681
• [OKD] cluster-node-tuning-operator: use default dockerfile #8719
• Enabled upi-installer for OKD #8663
• [openshift-4.22] ART-14450: [4.21] fix upi-installer #8770
