📝 Description of the Change
When setting GitLab commit status fails on both source and target projects, the code now checks if the error is a permission issue (401/403) before creating an MR comment.
Before: MR comments were created for any error when commit status failed.
After: MR comments are only created when the error is a permission issue (401 Unauthorized or 403 Forbidden). For other errors (e.g., state transition errors like "Cannot transition status via :run from :running"), the status might already be set, so we skip creating the MR comment.
