terminationobserver: skip non-kube-apiserver pod events

This updates termination observer controller to run sync less often. This function lists pods in openshift-kube-apiserver namespace and may be expensive to run.

The commit ensures that pod events are coming from kube-apiserver pods only (checking their labels) and thus sync is called less often.
