LOG-8577: Update tools and code for go 1.24

Description

This PR:

• Updates to go 1.24
• Updates the linter to be compatible with go 1.24
• Add linter config so there are no linter violations from prior to 1.24
• Updates bingo to the latest
• Blocked by changes in CI LOG-8420: Update CLO release-6.3 to golang 1.24 release#73280
