OCPBUGS-60863: [Step 3]Rename Dockerfile to Dockerfile.ocp

This is the last step of this renaming process: which is to remove the duplicate Dockerfile.rhel7.

Description

Rename Dockerfile from Dockerfile.rhel7 to Dockerfile.ocp. This is the first step, which is duplicating the file. After the PR in openshift/release get merged, we will delete the Dockerifle.rhel7 to ensure nothing will be broken.

From the error log, it seems like the Dockerfile path is still Dockerfile.rhel7. I guess I will wait a bit on this, as the release CI might haven't been updated yet.
