NO-JIRA: add ai-helpers claude marketplace

Adds Claude Code marketplace, pointing to shared ai-helpers repository. Enables git plugin so we can use commands like /git:summary or /git:debt-scan proposed in PR openshift-eng/ai-helpers#52
