Where #100535 replaced all instances with {gcp-full}, this PR instead attempts to contextually replace:
Google Cloud Platform (GCP) with {gcp-first}
Google Cloud Platform with {gcp-full}
Google Cloud with {gcp-full}
GCP with {gcp-short}
