we know [0][1] "[sig-network] Netpol" tests from k8s are heavy and they
can have negative side effects. Reducing them to only run two at
a time to alleviate the side effects.

Details

looks like 4.19 doesn't have quite as many tweaks to the parallelism as 4.20+ so had some trouble with
an auto cherry-pick. I still made a PR for 4.19 to bring Netpol down to 2 at a time. I do remember noticing
that we started seeing the different CPU related issues in 4.19 compared to 4.18 so I think it probably
would still help eliminate any noise that could have popped up down the road if we get the 4.19 PR
in
