Add "Build Customized WNTP Image" workflow #157

The new workflow will create customized WNTP images from a Rocky Linux 9.5 base image. The images will be configured with nmap, python3, keepalived, and iperf3 packages, along with a root password for testing purposes. Assisted-by: claude-4.5-sonnet OSPRH-23929
