Enable zone migration extra tests in tempest configuration #319

Add tempest configuration options to enable zone migration extra tests and storage tests. These options are required to run the full suite of zone migration tests introduced in the watcher tempest plugin. The configuration enables: - optimize.run_zone_migration_extra_tests: Runs additional zone migration test scenarios - optimize.run_zone_migration_storage_tests: Enables storage migration tests for zone migration This change aligns with the tempest plugin updates that added support for these test scenarios. the micoversion pns and ceilompter interval more or less alinge to what we configure upstream
we are not setting the max version for nova but that should be fine.
