Platform: Addition of metrics page

Hi @carcruz, this is a first implementation for a data metrics page.
I hope this is helpful for you. Any feedback is welcome.

It shows the count for some entities as well as a more detailed breakdown of the evidence data sources.
It also includes a comparison between the current state of the platform and it's previous release.

Those metrics are based on the metrics files that can be found on the ftp server: https://ftp.ebi.ac.uk/pub/databases/opentargets/platform/25.12/
