Instead of only allowing setting disk-cache in the env var, this also allows by setting in the config, which should be the preferred way. It will pair nicely with the disk cache improvements in opentensor/async-substrate-interface#176. Additionally, optimises
btcli s listto get the most benefit of disk caching by using blocks that are multiples of 10.
