* record the initial subnet TAO in the total stake * bump spec * use subnetTAO to update total stake and remove total locked reference * run check on all PRs * fix migration test * nvm * run check finney on all PRs * fix tests with min lock * amend tests for stake trackers * change total issuance during migration to resolve epsilon issue
