This moves
VMErrorfromcom.oracle.svm.utiltocom.oracle.svm.sharedwhich is in the module shared between the builder and the guest (#12961). Therefore, it can be used by both, the guest context (include run time code) and the builder.The changes in this PR are split into multiple commits. In particular, there is one huge commit which updates all the imports of
VMError. Thus, reviewing commit by commit is recommended.
