Adds an
isStartedflag toOSCTCPServerto bring it to parity withOSCUDPServerand theisConnectedstatus fromOSCTCPClient.This is a useful addition when implementors wish to query whether the server needs to be stopped prior to reinitializing with new configuration, such as a different port or framing mode.
