This PR fixes the bazel build and updates dependencies in it. However, it would probably be good to switch to Bzlmod and remove the WORKSPACE file since it will be removed in Bazel 9 (late 2025). Another todo is to add the pymatching_perf target in bazel. The bazel build could also be added to the CI.
