Also moves the maintainer section here from CONTRIBUTING.md.
Now only contains hints directly relevant for development, making a PR and making releases. Everything else will be moved to the Contribution Guide on the website.

This PR accompanies the major rewrite of the contributing section over on the website. It rearranges some of the sections, so that CONTRIBUTING really focuses on coding while the README contains all general information about the project.
Also updates the feature list (borrowed from the feature list from the website).
