GoBGP upstream has updated their requirements to run GoBGP, so we have to update the build recipe. Changes: * Update golang docker image to 1.8 (from 1.6) * Call `dep ensure` after checking out like the updated instructions

This changes make the build recipe for GoBGP become up-to-date and unbreak preparing new docker images or updating old ones.
