- In new_link(): enable dhcp6 on every newly discovered interface
- In update_initial_configs(): always enable dhcp6 regardless of existing global addresses (decoupled from dhcp4 logic)
- Update test expectations to match new DHCPv6-always-on behavior (also fixes a pre-existing test failure)
