Refresh the English/French setup and upgrade guides for v19.0.0, remove unsafe permission advice, and link the maintained launch instructions. Keep the historical video and screenshot clearly labelled.
Also fix PHP 8 language-cookie warnings and broken page-edit links.
Checked: PHP lint, all five pages parsed, English/French installation pages rendered locally on PHP 8.5. Live website deployment is not verified.
