This will probably need revision and can be made safer, more automatic... But for first release or two lets keep it simple and somewhat manual.
We can do something better with versioningit later.

This 0.1.0 release will include some API elements subject to change. But it is a pinnable target for projects that would like to start depending on Resins in some form, and don't mind updating later.
We'll start with a pretty simple publish workflow, and things can be streamlined/automated a bit more once everything is in place. (e.g. once there is a CHANGELOG and release notes to manage!)
