breaking: Upgrated the payments flow actions

List of Changes

• added new action azure-devops-trigger-pipeline to allow to trigger a azdo pipeline
• removed azdo trigger form payments-flow-docker-snapshot and payments-flow-release
• better docs
• better checks for inputs parameters

Motivation and Context

Allow to simplified how the actions works, and not hide some steps into a template
