Remove the per-project files so we don't have to keep them in sync. GitHub's UI links to everything except the contributing guide, so add a section about that to the readme.

Inside the code of the method the filename is checked against a None value and returns True, but the static annotated type is a str. I have changed the static annotation type to
strtostr | None.
