Include year in default time format

Description

Changes the default time format from %b %d %T.%3N to %Y-%m-%d %T.%3N to include the year in the output.

Motivation

The previous format only displayed month, day, and time, making it impossible to distinguish log entries across different years. This change ensures that timestamps are more meaningful and informative, especially for logs that span longer time periods.

Changes

• Updated default time format in etc/defaults/config.toml
• Updated documentation in README.md to reflect the new default format

Impact

• Log timestamps will now include the year (e.g., 2026-02-12 08:20:08.123 instead of Feb 12 08:20:08.123)
• Users can still override this format using the --time-format option or HL_TIME_FORMAT environment variable
• This is a breaking change for users relying on the exact format of the output
