closes BUG: Trying to use convert_dtypes with dtype_backend='pyarrow' specified on empty categorical series results in error or null[pyarrow] dtype #59934
Tests added and passed
Added an entry in the latest doc/source/whatsnew/v3.0.0.rst file if fixing a bug or adding a new feature.
