In cookbook.rst, let's update the read_csv in action to a recently written Datacamp tutorial:
https://www.datacamp.com/tutorial/pandas-read-csv

The old link not only does not work, but also refers to pandas v0.10 (an outdated version).

  • closes #xxxx (Replace xxxx with the GitHub issue number)
  • Tests added and passed if fixing a bug or adding a new feature
  • All code checks passed.
  • Added type annotations to new arguments/methods/functions.
  • Added an entry in the latest doc/source/whatsnew/vX.X.X.rst file if fixing a bug or adding a new feature.

Thanks @star1327p

If you're interested, we have this issue regarding running sphinx's linkcheck in CI and reporting failures (similar to what you're fixing). We have a disabled job to run linkcheck but just need to write out the failures to an issue .github/workflows/broken-linkcheck.yml

@mroeschke Thank you for the suggestion! However, I don't think I know enough about sphinx and CI to do so.
