Resolves #396 (comment), extends #399.

Note that the conda-lock GitHub Action won't work to lock the ppc64le build packages until this is merged into the main branch. Should I manually run conda-lock locally and push the changes, or have the bot do it in a follow-up PR?

Oo, parcels has pinned to zarr<3 at conda-forge/parcels-feedstock#129, need to keep an eye on Parcels-code/Parcels#1819

Locking pangeo-notebook took 40min at https://github.com/pangeo-data/pangeo-docker-images/actions/runs/14252859020/job/39949525588, which is super close to the 45min timeout (and this is without ppc64le yet). Thinking of increasing the timeout to 1hour 🤔
