This PR integrates the PaNOSC scoring service.
It also adds a shell script to manually test locally the API with scoring and techniques expansion enabled.
The local testing requires a docker container infrastructures which is easily deployed using the compose file provided.
The shell script leverages the compose file.
All the existing tests are successful. They should be expanded to provide coverage on the new functionalities.
