Description
Replace actions/download-artifact with gh CLI in download-artifact-extract action to add retry. Add
max-retriesandretry-delay-secondsinputs with defaults of 2 retries and 10 second delay. Updatezombienet_cumulusworkflow to use the custom action instead of actions/download-artifact.
