Quax v0.2.0

• Compatibility with JAX 0.4.36 and above (the 'stackless' releases). Compatibility here was complicated to handle, and has taken us a while to figure out. The credit goes to @nstarman for tirelessly figuring out what it would take to make this work. Substantial thanks to @mattjj for the initial PR that demonstrated how to update.
