Let each pdbwatcher set its cooldown period. We don't really know what the best cooldown period is. if you're very quick to become ready maybe a pretty short cooldown. If you take a long time (metric server) maybe you want to stay sturged for a while to avoid scaling up and down repeatedly during an upgader. For now let customer expiriment.
