Add set_clock_quality method to PtpInstance for dynamic clock quality updates

This PR adds the ability to change the clock quality of a PtpInstance dynamically to account for changes in a node's local clock and available reference clocks.

Thank you for making an effort on this. This looks like the best, most straightforward solution and I don't see problems with it.
