K8SPG-869 minimum repos should be required only when backups are enabled

CHANGE DESCRIPTION

Problem:
Even when backups are disabled, the CRD level validations are applied and require at least one repo being configured. Since backups are disabled, this requirement should not be enforced and we can only apply it when backups are actually enabled.

Cause:
