We now reparse all the OWX files that horned has produced to see if the OWL can consume them without errors. Currently some tests break
Previously the build was crashing when bubo was not present rather than the tests just not running. This should now be fixed.
This allows the OWL API to reparse some Horned output
The reparse check is purely syntactic, so this looses nothing.
Also minor formatting fixes

This PR will test that automated test files produced by horned-owl can be re-read by the OWL API. This will be done using a bubo script and be automatically configured in if bubo is in the path.
