Follow-up to #16822, now that php-src no longer uses Cirrus CI, some small leftover references to Cirrus CI and some tests that were skipped on Cirrus CI can now be adjusted.

(I'm not sure if it makes sense to do this in the security-fixes-only PHP 8.1 branch)

Thanks for the clean-up PR!

Note that for practical purposes PHP-8.2 is also in security mode (last regular bugfix release is in RC). I'm not even sure it makes much sense to remove the CirrusCI remnants for stable versions (but have no issues to do so), given there are also pointers to Travis and Azure, which we are no longer using for quite some time, as far as I know.

Thank you @cmb69, I agree, let's skip the clean-up for now and perhaps come back later to cleanup all of Travis/Cirrus/Azure pipelines remnants.

Tbh I wouldn't mind cleaning security branches, but just doing stable branches is fine too.
