by default openapi-generator creates a github workflow for python (test, lint) which is executed in phrase-python repo. as we added client tests here, this workflow is not needed anymore. also, it also uses python 3.7 which is not available in ubuntu image anymore.
an empty template doesn't prevent the file from creation (which would be ideal), but results with an empty file.
